In Illinois, property taxes have been a growing burden on taxpayers. Over the past 50 years, property taxes have increased at a rate that far outpaces residents’ ability to pay. They have grown 2.5 times faster than inflation and 14 times faster than the state’s population. Specifically, residential property taxes have risen 76 percent as a percentage of median household income. This trend has resulted in Illinois having the second-highest average effective property-tax rate in the nation, at 2.32 percent.

The complexity arises from the state’s nearly 7,000 local government districts with the power to levy property taxes, which is more than any other state. These entities range from airport authorities to forest preserves to fire-protection districts, and their layered taxes contribute to the overall property-tax bill, making it both more expensive and less transparent for taxpayers.

For Kane County, the situation is also challenging. The county is among the top 25% of counties in the United States ranked by property tax collections. It is ranked 5th in Illinois by median property taxes and 7th by median tax as a percentage of home value. Kane County collects very high property taxes, and the average homeowner pays $6,904 in property taxes, which is higher than the state average of $5,405.

The primary driver of property-tax growth in Illinois, including Kane County, has been the funding of schools, which constituted 63 percent of all property taxes in 2013. This reliance on property taxes for school funding, combined with the complex structure of local government taxing districts, contributes to the complexities and high rates that residents face.

Positive changes in these trends will commence once we master the ability to monitor, record, and disseminate information regarding the approximately 7,000 taxing entities across the state.
